No. A Section 18A donation is a tax deduction under the Income Tax Act. A B-BBEE point is a score awarded by a verification agency under the Codes of Good Practice. A donation can matter to both, but the certificate supports only the tax claim. Points are decided by your agency.
At a glance — as of October 2026
- Section 18A
- A deduction against taxable income, capped at 10% of it for most taxpayers (SARS)
- B-BBEE points
- Scored by a SANAS-accredited verification agency under the Codes
- Socio-economic development target
- 1% of net profit after tax (RSM)
- Who decides
- SARS for the deduction; your verification agency for points
- What UDRS promises
- Documentation if your agency asks. No points.
What is the difference between Section 18A and B-BBEE?
Section 18A is tax law. SARS’s guide says that for most taxpayers the deduction may not exceed 10% of taxable income, calculated before the deduction. A donor claims it with a receipt from an approved organisation.
B-BBEE is a scorecard under the Codes of Good Practice. A company that wants a rating engages a SANAS-accredited agency, which verifies the evidence for each scorecard element and issues a certificate. Neither system depends on the other.
| Section 18A donation | B-BBEE socio-economic development | |
|---|---|---|
| What it is | A deduction against taxable income | A scorecard element, scored as points |
| Governed by | Income Tax Act, section 18A | B-BBEE Act and the Codes of Good Practice |
| Who decides | SARS | Your verification agency |
| What you hold | A Section 18A receipt | A verification certificate with element scores |
| The measure | Up to 10% of taxable income | Target of 1% of net profit after tax |
| Beneficiaries | Any approved organisation | Recognition depends on who benefits |
Where can the two overlap?
Both can involve the same rand. A company can give to a Section 18A organisation and also put that gift in front of its agency as a socio-economic development contribution. The tax claim works either way; the scorecard question is separate.
RSM lists socio-economic development as one of three elements measured against net profit after tax, with a 1% target. It also notes that contributions must be paid within the measured entity’s financial period, before the year end.
Who decides whether a donation earns points?
Your verification agency does, not the NPO and not SARS. RSM explains that a company seeking a valid certificate must use a SANAS-accredited agency, which samples the evidence you submit for each element.
The Codes also look at who benefits. The original Statement 700 text says the full value of a contribution is recognised where at least 75% of its value benefits Black people. Below that, only the share that does is recognised. This is the 2007 text; the current Codes use revised wording, so ask your agency how they apply it.
This page explains the structure, as of October 2026. It is not B-BBEE or tax advice, and UDRS NPC is neither a verification agency nor a tax practitioner. Your agency and your accountant apply the rules to your own figures.

What does UDRS promise a corporate donor?
UDRS will give your verification agent whatever documentation they ask for. It will not promise points, because it is not the one awarding them. That is the position on our Section 18A page, and it applies to every kind of gift.
Ask the same question of any organisation you give to. An organisation that quotes you a points figure is answering a question that belongs to your agency.
Are the B-BBEE Codes changing?
There are draft amendments. Engineering News reported on 29 January 2026 that the Minister had gazetted proposed changes with 60 days for public comment. The article says they especially affect enterprise and supplier development, and does not mention socio-economic development.
Drafts are not binding. Ask your agency which version of the Codes applies to your measurement period before you plan around any figure on this page.
What should a company do before it gives?
- Treat the tax claim and the scorecard question as two separate decisions.
- Ask your verification agency, before paying, what evidence it would want for a donation.
- Keep the Section 18A receipt for your accountant and any proof of payment for your agency.
- Pay within your financial year if you want the contribution measured in that period.
Key points
- Section 18A is a tax deduction. B-BBEE points are a score. Different parties decide each.
- A Section 18A certificate does not prove a contribution counts for the scorecard.
- Your verification agency decides what is recognised, including who benefits.
- UDRS gives documentation when asked and promises no points.
Frequently asked questions
Is a Section 18A donation the same as a B-BBEE point?
No. Section 18A is a tax deduction under the Income Tax Act, claimed against taxable income. B-BBEE points are scored by a SANAS-accredited verification agency under the Codes of Good Practice. A donation can be relevant to both, but one does not produce the other.
Does a Section 18A certificate prove a donation counts for socio-economic development?
No. The certificate supports your tax deduction. Whether a contribution is recognised as socio-economic development, and how much of it, is judged by your verification agency against the Codes, including who the beneficiaries are.
Will UDRS promise B-BBEE points for a donation?
No. UDRS does not award points and will not promise them. If your verification agency asks for documentation about a donation, UDRS will provide what it is asked for.
What is the socio-economic development target on the B-BBEE scorecard?
RSM lists the target as 1% of net profit after tax. The Codes also set the scoring rules, so confirm the current figure and how it is scored with your verification agency.
Do the Codes of Good Practice require beneficiaries to be Black people?
For a contribution to be fully recognised, the original Statement 700 text of the Codes requires at least 75% of its value to benefit Black people. Below that, only the proportion that benefits Black people is recognised. Check the current wording with your agency.
Are the B-BBEE Codes changing?
Draft amendments were gazetted in January 2026 for public comment. Press coverage describes them as focused on enterprise and supplier development and the equity equivalent programme, and does not mention socio-economic development. Drafts are not binding, so ask your agency what applies to your measurement period.
